Interesting story. In addition to highlighting the ludicrous obsession with grass in a place that gets 8 inches of rain a year, it also shows the neo-fascist tendencies of these homeowners' associations. They're typically stronger and more adamant in Arizona and California than anywhere else. An irony that's always intrigued me (I've written about it, in fact) is that these very conservative people routinely give away personal rights to their neighborhood governments that they wouldn't DREAM of ceding to their city councils, state legislatures or even Congress.
